9 AM – 9:50 AM – Omar Figueroa and Lauren Mendelson: MAUCRSA – California’s New Cannabis Law
This session will provide an overview of California’s cannabis laws leading up to the Medicinal and Adult Use Cannabis Regulation and Safety Act (MAUCRSA). Topics covered in the presentation will include commercial licensing categories (cultivation, manufacturing, distribution, retail, microbusiness, laboratory testing, and event licensing) as well as taxation, the rulemaking process, and the one-year transition period whereby existing collective can operate under old laws.
10:00 AM – 10:50 AM – Robert Raich: California’s Cannabis Regulations
Emergency regulations promulgated by the Bureau of Cannabis Control and its affiliated agencies, the Department of Food and Agriculture (for cultivation) and the Department of Public Health (for manufacturing, packaging and labeling) will be covered in this presentation. In addition, regulations from the California Water Board, Fish and Wildlife, the Bureau of Pesticides, and the Department of Tax and Fee Administration will be presented.
11 AM – 11:50 AM – Ariel Clark, James Anthony, Hannah Nelson, Amanda Ostrowitz – Local cannabis regulations
The rubber is hitting the road at the local level, where California’s 58 counties and 482 municipalities are all passing ordinances regarding cannabis commerce and personal use in the wake of Prop. 64. This panel will present the state of local cannabis regulations across the state. Equity programs will be covered.

1 PM – 1:45 PM – William Panzer – What’s Still Not Legal in California
This presentation will outline the remaining cannabis felonies, wobblers and misdemeanors to look out for and suggest changes in the law to accord with Prop. 64’s mandate.
1:45 – 2:30 PM – Khurshid Khoja – How to Make a Microbusiness Work in California
Key state statutes and regulations creating and permitting “microbusinesses” to operate in California will be presented, enabling small businesses to cultivate, manufacture, distribute and retail cannabis. Additional topics include licensing and operating requirements for cottage cultivation licenses.
2:30 PM – 3:15 PM – Joe Elford and Bill Panzer – What About the Feds?
Attorney General Sessions has rescinded all previous federal memos establishing prosecutorial guidelines for marijuana, taking prosecutors back to Chapter 97-27.000 of the US Attys manual. This session will examine what this means for California, and also cover the Rohrabacher-Blumenauer amendment and other aspects of federal law (mandatory minimums, plant counts, etc.) as well as possible legal strategies against federal involvement.

3:30 PM – 4:15 PM Jennifer Ani – Cannabis and Child Protection
Ms. Ani will lay out the applicable law to assist clients who are Qualified Patients and also parents of children, along with some very basic strategies for representing these parents at juvenile dependency hearings.
4:15 PM – 5:00 PM Joe Elford, Anne Kelson – Cannabis and Employment Law
This session will cover both employee rights and employer responsibilities when it comes to cannabis. Key court cases that addressed workers’ rights to consume cannabis will be presented, along wtih state laws affecting employers in the cannabis industry.
