California Attorneys and others are invited to attend the Cal NORML law seminar, to be held from 9 am – 5 pm on February 18, 2017 at the Waterfront Hotel in Oakland.
The seminar will cover criminal and civil aspects of the MCRSA medical marijuana law and the AUMA recreational law (just passed as Prop. 64 in California).

Presenters will include:
Cal NORML Legal Director William Panzer, an Oakland-based criminal defense attorney who specializes in criminal defense and cannabis defense law. With nearly 30 years’ experience in both state and federal courts, Panzer co-authored Proposition 215, and also worked on California’s forfeiture reform bill. NORML presented Bill the prestigious Al Horn award in 2001 and he earned Sonoma Alliance for Medical Marijuana’s “Compassion In Action” Award twice.
Nicole Howell Neubert is a “go-to” business lawyer for the cannabis industry in California and beyond. Neubert serves as outside general counsel to the cannabis field, providing advice on matters of corporate and business counseling, entity formation and operation, business litigation, and regulatory permitting and compliance. Her clients include both the pioneers and new leaders of the bourgeoning medical marijuana and cannabis industry.
Former Oakland Deputy City Attorney James Anthony drafted voter initiatives in San Jose and Santa Ana, and litigated local land use issues for collectives throughout California and helped collectives maintain legal compliance in jurisdictions including Bakersfield (Kern County), San Francisco, Oakland, Mendocino County, Sacramento, Stockton, San Jose and many others.
Heather Burke graduated from California State University Humboldt and California Western School of Law. She an experienced criminal defender and cannabis regulatory attorney with two beautiful offices in historic Nevada City, California. Ms. Burke’s experience in criminal defense and her unique one-on-one representation style have achieved positive results in a variety of criminal cases, with a focus on cannabis-related crimes in State and Federal courts.
Michael Chernis is one of California’s foremost experts in both federal and California laws relating to cannabis and the growing legal cannabis industry. Chernis represents medical marijuana clients seeking to form collectives; existing stores and mobile dispensaries; patients and doctors; manufacturers and cultivators, landlords and others seeking to do business with such collectives. He also represents individuals and businesses in civil litigation with municipalities arising from such activities, and in criminal matters when charged with violating federal or state MMJ laws.
Manny Daskal is former Vice President of the California DUI Defense Lawyers, certified in Standardized Field Sobriety Tests and DREs. He is published and cited nationwide on DUI defense.
Hannah Nelson is a longtime cannabis activist and business advisor who is interested in making compliance an affordable and manageable possibility for small businesses involved in and related to the cannabis industry. Hannah’s long history includes the first fully litigated return of medical cannabis to the patient, the use of environmental laws to reign in eradication teams, coordinated efforts with local policy makers for sensible rules that preserve the ability of the small time cannabis producer/user to lawfully operate and numerous civil rights advances related to cannabis.
Amanda Ostrowitz is the Co-Founder and Chief Strategy Officer of CannaRegs. She is an attorney and entrepreneur specializing in cannabis regulations and has developed a comprehensive database of federal, state, and local cannabis laws. Prior to conceiving and co-founding CannaRegs, Amanda worked as a bank examiner at the Denver Branch of the Federal Reserve Bank of Kansas City, where her practice focused on regulatory compliance in the consumer lending and banking industries. Amanda is an east coast native who moved to Colorado in 2004 to attend Colorado College where she earned a B.A. in Economics. She later received her Juris Doctor from the University of Denver Sturm College of Law. In September of 2014 Amanda entered the First Annual Massroots Marijuana Technology Startup Competition and earned first prize for CannaRegs, which launched in June of 2015. In January CannaRegs was selected as one of the 50 Colorado Startups to watch in 2016.
Kimberly Simms started her law practice immediately after law school focusing on the legal and political needs of the medical marijuana community. In her law practice, she has negotiated with government officials to craft reasonable and effective regulations that allow for safe access, litigated complex land use and zoning cases, and advised hundreds of cannabis entrepreneurs. She is a founding Board Member of the Alliance for Responsible Medicinal Access, San Diego’s leading cannabis chamber of commerce and political advocacy organization. Most recently, Simms joined the Retail & Delivery Committee of the California Cannabis Industry and is working hand in hand with other cannabis industry leaders to navigate the implementation of the Medical Marijuana Regulation & Safety Act.
Admitted to the California State Bar in 1976, Henry Wykowski worked in the Carter administration as in the Justice Department, prosecuting some of the U.S. government’s largest and most high profile tax evasion cases, and served as an assistant US Attorney for the Northern District of California. As a private tax attorney, he now represents some of the most prominent medical marijuana businesses in California.
